Job Description
Under general supervision reporting directly to the Chief Fiscal Officer (CFO), with considerable latitude for independent initiative and decision making, performs work of complex difficulty in the procurement of goods, services and in processing procurement documents and contracts.
Duties and responsibilities include, but are not limited to, the following:
• Assist the Chief Fiscal Officer in the day to day operations, ensuring deadlines are met on purchasing requests and other assignments;
• Coordinate and process small purchases, including specification writing, conducting pre-bid conferences, evaluation of bids, etc.;
• Prepare/modify all purchasing documentation, including purchase orders and purchase requisitions, in accordance with the Procurement Policy Board (PPB) rules;
• Prepare memorandums, letters, reports and other documents related to purchasing activity;
• Correspond with vendors and resolve purchasing and delivery issues and monitor their performance;
• Interact with intra-agency personnel in an effective and professional manner;
• Act as liaison with DCAS, FISA, Comptroller and vendors;
• Organize purchasing files and data entry of information;
• Coordinate large purchase agreements with the Law Department;
• Supervise the procurement unit staff to ensure they are completing tasks in compliance with all agency policies and procedures. Identify their training needs and work with the NYC Procurement Training Institute to develop a training program for procurement unit staff;
• Act as the Agency’s Chief Minority and Women-owned Business Enterprise (M/WBE) Officer and manage program to ensure compliance with requirements;
• Other duties and Ad Hoc projects, as assigned by the Chief Fiscal Officer.
Minimum Qual Requirements
- A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. Education and/or experience equivalent to that described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.
SPECIAL NOTE:
Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.
Preferred Skills
- Familiarity with the NYC Procurement Policy Board Rules, understanding local laws that impact procurement and knowledge of procurement practices and principles;
• Excellent written and oral communication skills;
• Excellent with MS Office products;
• Strong analytical skills with demonstrated commitment to detail and organization;
• Must have the ability to exercise independent judgement and decision making.

COVID-19 Vaccination Requirement
After receiving a conditional offer of employment from a City agency, an applicant for employment must provide proof of having received at least one dose of an approved COVID19 vaccine within a reasonable period of time. Salary: The maximum hiring rate being offered for this position is $150,000 - $160,000 based on a combination of preferred skills, experience and education the candidate possesses. The salary is non-negotiable.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
