MERCED IRRIGATION DISTRICT
ASSOCIATE ENGINEER – ENERGY RESOURCES
FLSA Status – Non Exempt
DEFINITION:
Under the general direction, perform professional electrical engineering work related to all phases of
the District’s electric operations. Support non‐engineering MID departments including operations,
maintenance and other departments as necessary.
ESSENTIAL FUNCTIONS OF THE POSITION:
• Perform complex professional engineering work in the design, construction, operation and
maintenance of District electrical and communication facilities, including system modeling and
planning, complex calculations, engineering studies, development of construction standards,
development of operating procedures, material and equipment specifications, cost and scheduling
estimates.
• Manage engineering and related construction projects through their design and construction phases
including project planning, scheduling, coordination, budgeting, and field inspection.
• Perform complex field survey work as needed to support construction projects for new customers,
new Distribution facilities, existing Distribution facilities and sub‐stations.
• Ensure that the District is in compliance with NERC and WECC standards, including monitoring
compliance activities, coordinating audits, preparing reports and developing and maintaining
performance metrics.
• Prepare complex written reports and presentation for in‐house and public use.
• Provide technical support and direction to MID engineering staff and other departments’ staff on an
as needed basis or as directed by MID management.
• Provide documentation during all project construction activities, interpret construction drawings
and specifications in the field and effectively provide clarification of technical construction issues to
MID staff and contractor representatives.
• Assist in short and long‐range capital improvement planning and budgeting, including performing
inspections and preparing related studies.
• Review plans submitted by private engineers for conformance with District standards and
requirements.
• Represent the District in the community and at professional meetings as required. This may include
presenting information on behalf of District and reporting back to management.
• Review design packages from developers and generates verbal and written comments for
incorporation into design to ensure compliance with District requirements.
• Conduct site visits as required.
• Comply with and enforce all District rules, regulations, policies and procedures.
• Perform other duties as requested, directed or assigned.
QUALIFICATIONS:
Any combination of experience and education that would prepare the candidate for the duties and

Education:
• Bachelor of Science Degree in Electrical Engineering from an accredited college or university
Experience:
• California registration as an Engineer in Training (EIT), or the ability to acquire within one year of
employment.
• Two (2) years of experience as a professional engineer with background in the electric transmission,
distribution, substation, design, and operation and the preparation of technical reports and studies
associated with electric transmission and distribution projects.
• Significant working knowledge of engineering production and design software including MS Office
Suite and AutoCAD or other Engineering programs.
• NERC and WECC regulatory compliance experience a plus.

ENGINEERING TECHNICIAN
FLSA Status – Non Exempt
DEFINITION:
Under general supervision of a Professional Engineer or his/her designee, perform non-professional
engineering tasks in support of research, planning, design and construction of irrigation and drainage
systems; conduct field inspections and prepare reconnaissance reports, prepare typical District
agreements, perform manual drafting, and operate AutoCAD system, perform topographic and mapping
surveys, drafting and mapping tasks; and perform other duties as required.
ESSENTIAL FUNCTIONS OF THE POSITION:
• Prepare construction agreements, crossing agreements, joint use agreements and other agreements
necessary for engineering department activities
• Perform design functions associated with existing and proposed MID facilities, such as equipment
and material selection, flow estimation, pipeline sizing and channel sizing.
• Plan and perform topographic and mapping surveys using District survey equipment, including total
stations, data collectors, theodolite automatic level and stadia, GPS data collectors and other
conventional surveying equipment.
• Create, edit, update and verify information in the District’s various databases, CAD programs and
GIS.
• Using the District’s various databases, CAD programs, GIS and other records perform various
complex data analysis functions, including generation of tabular, graphical and mapping data and
the printing/plotting of said data.
• Research rights-of-way, deeds, easements and other documents related to District facilities.
• Filing, drafting and reproduction of engineering records including drawings, agreements, deeds and
other legal records.
• Perform water measurements in the field, including flow, level and velocity measurements.

HYDRO ELECTRICAL TECHNICIAN

DEFINITION:
Under the direction of the Hydro Maintenance Supervisor who, without direct supervision, the
Hydro Electrical Technician is permanently assigned and regularly performs installation, field
testing, and maintenance of protective relay equipment, relay carriers, and supervisory
equipment, station apparatus, instruments, remote and local control devices, computer
systems and associated wiring. Is required to possess and exercise extensive knowledge of the
theory and practical application of trade techniques common and peculiar to maintenance and
repair of power system generating plants.
ESSENTIAL FUNCTIONS OF THE POSITION:
As a working technician, performs testing, maintenance, repair and installation of electrical
equipment.
The work includes the inspection, repair, and maintenance of a variety of electrical equipment
in sub-stations and generating stations; including generators, exciters, voltage regulators,
power transformers, oil, air and gas circuit breakers, reactors, capacitors, switches, motors, and
related control or auxiliary equipment, using standard types of electrical testing and measuring
equipment and hand and power tools.
Installs light systems and conduit.
Checks operation and function of electrical interlocks, auxiliary contactors, starters, various
switch gears and station batteries.
Protective relay testing and insulating oil tests.
Plans jobs, makes assignments, arrange for necessary tools, equipment, supplies and support
services.

GIS SPECIALIST (ENERGY RESOURCES)
FLSA Status – Non Exempt
DEFINITION:
Under general direction, position will exercise decision making regarding the manipulation of data, and
will guide the department policy making regarding GIS matters. Use and determine usesfor GIS software,
AutoCAD software, hardware, network and database organizations and recommend changes to maximize
efficiencies for better service to our departmental GIS users. Position requires the exercise of judgment
and requires specialized professional knowledge of computers, databases, GIS and AutoCAD systems and
will support the department strategic plan, goals, and management decisions.
ESSENTIAL FUNCTIONS OF THE POSITION:
• Responsible for the creation, programming and management of multiple electric‐asset databases,
revising and maintaining detailed substation plans, sketching various department designs and field
installations, and performs other work related to electrical operations.
• Responsible for the creation, programming, maintenance, and monitoring of Geographic Information
Systems (GIS) used to support the District’s electric department.
• Operate and maintain various types of geographic information system workstations and equipment,
including menu tablets, plotters and microcomputers.
• Develop and/or modify geographic information or forecast modeling applications software and
related sub‐system application software. Interpret recorded plans to enter graphics and attribute
data into the GIS.
• Assists Supervisor in the management of database consultants and GIS technical staff.
• Develop, implement, coordinate and maintain internal technical standards in conjunction with the
needs of other Department personnel, including database administrators and Information
Technology, in the development of data models, data standards and most appropriate GIS related
technology for use by the Energy Resources Department.
• Oversee GIS applications development, contract development, or software acquisition.
• Provide technical expertise and user training and support for department GIS plan.
• Will facilitate GIS training, coordinates GIS activities of the department other facets of the
organization.
• Reference/Utilize detailed drawings, maps, files and records through the use of computers, CAD

HYDRO MAINTENANCE SUPERVISOR
FLSA Status – Exempt
DEFINITION:
Under general direction of the Hydro-electric Department Manager and in support of Operations,
performs advanced professional level maintenance management duties within the Hydro Department
including planning, scheduling, project management, estimating and budgeting, equipment and project
specifications, contract administration, equipment performance testing, procedure development, and
water management/flood control support. The Hydro-electric Department of the Merced Irrigation
District supports the hydroelectric power generation mission of the District as well as Flood Control, Water
Supply, Fishery Enhancement and Recreation. The Maintenance Manager must perform his/her duties in
a manner that reflects positively on the Merced Irrigation District and the Hydro-electric Department.
ESSENTIAL FUNCTIONS OF THE POSITION:
The following duties are typical for this classification. Incumbents may not perform all of the listed
duties and/or may be required to perform additional or different duties from those set forth below to
address business needs and changing business practices.
• Coordinates assigned activities with Northern California Power Agency, and other divisions within
the Merced Irrigation District, and outside agencies; and provides highly responsible and complex
technical and administrative support to the Hydro-electric Department Manager.
• Supports safety, environmental and reliability compliance efforts of the District.
• Supports the Operations function to achieve availability and production goals.
• Functions as a member of the management team.
• Directly supervises the mechanical and electrical maintenance staff, and other employees as assigned.
• Supports and fully utilizes the computerized maintenance management system to manage workload
and resources.
• Drives and supports outage and project scheduling to support operations and financial goals of Hydroelectric Department and the District.

Under the direction of the Deputy General Manager, Energy Resources perform Engineering and
Planning functions related to MID’s electric substation, transmission, distribution, and hydro-electric

DEFINITION
Under direct supervision, perform unskilled or semi‐skilled work in the construction, repair, operation
and maintenance of irrigation, drainage, pumping, engineering, electric and park facilities; and perform
other related work as required. Upon successful completion of three (3) years experience as
Utilityperson I qualifies for advancement to Utilityperson II.
EXAMPLES OF DUTIES (UTILITY I)
• Operates one or more of the following pieces of machinery or equipment: concrete mixer, concrete
vibrator, mechanical loader, tractor and/or power mowers, portable pump, saws, air tools,
pneumatic tampers, arc or acetylene welders and light trucks.
• Install, remove, repair, and clean pipelines of various diameters and lengths;
• Place concrete; assist in form work and placing steel;
• Perform rough and tack welding; lubricate, clean, stop and start pumps and boosters, change
instrument charts, take meter readings;
• Assist Engineering Department in surveying, water measurements, compiling data;
• Assist on spray rigs;
• Install, remove, repair piping, perform general maintenance, work on parks refuse pickup,
maintenance of restrooms, administration buildings, swimming lagoons, care of trees, lawns,
shrubs;
• Perform other duties as requested, directed, or assigned.
UTILITY II
• In addition to duties above, operate loaders and bobcats as required.
KNOWLEDGE AND ABILITIES

• Any combination of education and experience equivalent to graduation from high school.

• One (1) year in irrigation operations/maintenance work or equivalent.
NECESSARY SPECIAL REQUIREMENTS
• Possession of appropriate California Driver's License.
• A Department of Motor Vehciles “Driver Record Information” print‐out will be required at time of
hire. Must be enrolled in District’s DMV pull‐notice program.
QUALIFICATIONS – UTILITYPERSON II
• Three (3) years as a Utilityperson I or other classification within the District or equivalent
experience, as determined by District evaluation.
• Obtain and maintain Class A driver’s license.
• Ability to run small equipment (i.e. bobcat, loader, etc.)
• Be able to work independently.
