Under the direction of the Expanded Learning Program Manager, the Expanded Learning Program
Supervisor will provide leadership to staff in the coordination and implementation of program components
at assigned school sites; communicates with parents, staff and others to provide information on program
activities, student progress or related concerns; provides instructional support, training and work direction
to assigned staff. Builds partnerships between district schools and MCOE
Coordinates activities of multiple school sites; assists in the development and implementation of
curriculum; plans a master schedule for the Expanded Learning Programs including staff development
days, Winter break, Spring break, intersession and Summer.
Monitors implementation of Expanded Learning Programs through regular visitation at assigned
school sites
Organize and direct the operations, activities and training functions of assigned program; monitor
evaluate and adjust program and services in response to student needs; assure activities comply with
established laws, codes, regulations, policies and procedures.
Coordinate communications, information, projects and personnel to assure smooth and efficient
delivery of services; develop and implement program and service schedules, activities, goals,
objectives, plans, strategies, systems, standards, projects, processes and procedures.
Reinforces instruction provided in the regular school program in reading, spelling, math and other
subjects.
Follows district procedures and policies to ensure the safety and security of students, staff, and school
property during the expanded learning program.
Serve as a liaison and coordinate communications and information related to assigned program and
services between administrators, personnel, school districts, outside organizations, the public and
various local and State agencies; assure proper and timely resolution of related issues and conflicts.
Organize and direct operations and activities involved in the recruitment of students for
participation in assigned programs and services.
Supervise and evaluate the performance of assigned staff; assist with interviews and selection of new
employees, and recommend transfers, reassignment, termination, and disciplinary actions; plan,
coordinate, and arrange for appropriate training of assigned staff.
Maintains appropriate records; tracks staff attendance, reviews time sheets, professional growth
records of staff, and completes various reports required for program compliance and to communicate
educational outcomes.
Maintain current knowledge of methods, practices and standards related to assigned program and
related laws, codes, regulations, policies and procedures; modify services to assure compliance with
standards and requirements.
Provides resources, guidance and support to Program Leaders concerning student discipline and
behavior management, parent communication, program improvement and school site personnel issues.
Coordinates the purchase and organization of inventory and dispersal of supplies and equipment to
school sites.
Maintains, monitors and updates the comprehensive student information system to accurately keep
track of daily attendance of program participants; assists Program Leaders in the maintenance of attendance procedures and records at assigned school sites using the student information system.
Participates as a member of the Expanded Learning Advisory Committee.
Participates in ongoing professional development; attends staff meetings and training workshops as
required.
Performs other duties as assigned that support the overall objective of the position.
Qualifications
Knowledge and Skills
The position requires specialized knowledge of concepts, principles, and practices in instruction and ageappropriate
learning to plan, organize, coordinate, and implement expanded learning programs, activities,
and services. Requires working knowledge of supplemental learning programs, projects, and recreational
activities that encourage and enhance student achievement. Requires general concepts of child growth,
development and behavior management strategies. Requires knowledge of methods for assessing student
cognitive and social development, and learning styles and strategies. Requires working knowledge of the
range of instructional materials that can be used to enhance, reinforce, or supplement learning. Requires
basic knowledge of pertinent aspects of the American with Disabilities Act. Requires knowledge of
principles and techniques of data collection, analysis and report writing. Requires knowledge of
supervision techniques to provide clear direction and effective support to staff and students. Requires
well-developed skills to use a computer, common office productivity applications and specialized software
used in education and business environments. Requires well-developed human relations skills sufficient
to conduct formal and informal presentations to large and diverse audiences, to facilitate executive and
management-level group action planning, external relations, conflict resolution, performance appraisal,
and facilitate in-service education. Requires advanced language and writing skills to develop complex
business plans, goals and objectives, and make formal presentations.

Ability to perform a variety of complex tasks, work independently, organize and supervise staff, train, and
provide guidance and direction to assigned personnel, prepare and maintain accurate and timely records
and reports, follow written and oral directions, meet schedules and timelines, work independently with
little direction, use discretion and judgment in confidential matters, learn policies, program, and grant
requirements and apply them with good judgement in a variety of procedural situations, interpret the COE
and District rules, regulations and procedures, maintain appropriate health and safety requirements,
maintain an understanding, patient, warm and receptive attitude toward children, manage student behavior
and maintain classroom discipline through positive reinforcement strategies, establish and maintain
cooperative working relationships with those contacted in the course of work. Requires the ability to use
technology hardware and software appropriate to the work environment. Requires the ability to write
complex reports and program materials, solve problems of logistics, staffing, grant and funding
compliance, licensure, and status of staff and students. Requires the ability to develop and measure
performance outcomes. Requires the ability to interact on both a formal and informal basis with a wide
range of contacts within and outside of the COE and school district settings. May require the ability to
communicate in a second language.
Physical Abilities
The incumbent performs work that is largely of a sedentary nature. Requires sufficient ambulatory to
move to work stations, classrooms, and other locations on school sites. Requires sufficient arm, hand,
finger dexterity in order to use a personal computer keyboard and other office equipment. Requires the
ability to drive a vehicle. Requires normal hearing and speaking skills to communicate with staff and
students in one-on-one and small group settings.
Education and Experience
Bachelor’s Degree in Liberal Studies, Psychology, Communications, or related field and over two (2)
years of increasingly responsible experience working with school age children in an organized setting)
including one (1) year in leadership capacity. Bilingual English/Spanish or English/Hmong competency is
preferred.
Licenses and Certificates
Requires a valid California Driver’s license, minimum amount of liability insurance required by law, and
DMV H-6 printout.
Working Conditions
Work is performed indoors and outdoors in a standard office environment, in varying degrees of
temperatures outdoors; travel by motor vehicle; and come in direct contact with students, parents,
community organizations, MCOE/district staff and the public.
