Responsibilities

This position serves as the Deputy to the Distance Learning and Student Services (DLSS) Executive Director and works to support Florida's K- 12, college and university efforts for distance learning and student services. Provides oversight, leadership and support for all activities of the DLSS Members Council, to include: facilitation of collaboration and communication among DLSS stakeholders; monitoring of state, regional, and national policy impacts; direction of research and grant activities; strategic planning and development of new products and services; coordination of staff support; and representation of DLSS at regional and national meetings. Works with the DLSS Executive Director to promote shared resources and services across the state through the FloridaShines program.

Working in conjunction with the DLSS Executive Director, provide strategic leadership and oversight of DLSS. Assist in guiding the development, ongoing planning and implementation of vision, mission, and direction that occurs in partnership with FCS/SUS institutions. Develop and maintain relationships with internal and external stakeholders and other consortia, working with leadership of key state agencies and organizations, potential funding sponsors and other interest groups and constituencies. Participate in strategic planning and decision-making, and assist the DLSS Executive Director in identifying and managing the development of new initiatives to meet the evolving DLSS needs of FCS/SUS institutions.

Provide leadership in the coordination and collaboration for the activities and areas of focus for the DLSS Members Council. Consult and communicate regularly with the DLSS Executive Committee and membership of DLSS to provide timely and comprehensive reporting on activities and initiatives. Supervise preparations for quarterly members council meetings including setting the agenda in consultation with the DLSS Executive Director, Executive Committee of the Members Council, and others as appropriate. Provide staff follow-up where indicated. Encourage cooperation, communication, and collaboration between the Consortium members, colleges, and relevant groups or individuals.

Direct and coordinate DLSS research and grant activities. Keep informed of state, regional, and national issues impacting new forms of instructional delivery, emerging technologies, policy barriers impacting distance education, and any regulatory requirements that might impact the FLVC and its programs. Work in conjunction with the DLSS Executive Director and college and university representatives to develop resources for the FLVC and its constituents.

Represent the needs of FCS/SUS institutions and stakeholders to state officials and agencies, DOE, higher education community and other stakeholders. Responsible for managing and collaboratively working with Florida education staff on issues and projects. Attend and present at local, state, and national meetings and events related to distance education. Represent DLSS at regional and national meetings and provide leadership to committees or projects as appropriate.

Negotiate statewide contracts for products or services and supervise their implementation in collaboration with members council committees, procurement staff, and other relevant groups.

Maintain effective communications with staff and DLSS member institutions by providing informational updates, dialog and ongoing problem-solving around issues of impact. Provide input and advocacy regarding user needs, trends, and issues. Serve as staff resource person in areas of responsibility.

Qualifications

Bachelor's degree and six years experience related to administrative services or a combination of post high school education and experience equal to ten years.

Knowledge of and the ability to apply the principles and practices to strategically align tasks and people with organizational goals and objectives.

Ability to develop and implement policies, procedures, goals, and objectives.

Ability to establish and maintain effective working relationships.

Ability to gather, interpret, report, and/or edit information.

Knowledge of applicable computer applications and basic computer functions.

Knowledge of data analysis techniques and methodology.

Knowledge of the principles and practices of event planning and ability to coordinate, organize and evaluate meetings and/or events.

Knowledge of the principles and practices of project planning, development, and evaluation.

Knowledge of the concept, principles and practices of management.

Knowledge of the concepts, principles, and practices of accounting, budgeting, and cost control procedures.

Skill in preparing clear and concise reports, policies, procedures, correspondences, and other written materials.

Preferred

Experience in managing/operating an online learning initiative.

Knowledge of Quality Matters or other online course quality rubrics.

Experience in conducting surveys or other research initiatives.

Experience in delivering developing and delivering presentations to groups.

Who is an ideal candidate for this position? 

The ideal candidate would be a dynamic individual with significant experience at the state or institutional level in the areas of online learning, technology enhanced instruction, education policy analysis, and the web-based delivery of student services.  Candidates should have experience in developing and delivering presentations and other informative materials for large groups in a web-based or face-to-face setting.  Involvement at a leadership level in professional associations or groups in the areas of responsibility and experience and/or knowledge of research procedures with student, faculty or constituent groups and the IRB process is also desirable.


What is a typical day in this position? 

A typical day in this position will involve working with DLSS staff in a collaborative, collegial manner on a variety of projects, communicating with college and university representatives and scheduling, developing agendas and organizing upcoming virtual or in-person events.  Assisting the Executive Director and Assistant Directors with logistics, budget and strategic planning for the organization


What can I expect in the first 60-90 days? 

The first 60-90 days will largely consist of learning about the organization, the DLSS initiatives and relationships, FLVC/FSU policies and operational procedures, and introductions to the members council representatives and other contituent groups of FLVC.
