Water Resources Manager
Plans, directs, and implements Bremerton's water resource, supply, water operations and treatment, and water quality control programs for its large unfiltered surface water and groundwater system. This includes dam operation and safety; system operations including disinfection and UV treatment, pump stations, reservoirs, and automatic control valves; and stormwater permit compliance. Ensures water planning and environmental monitoring programs are in compliance with the Safe Drinking Water Act and Clean Water Act. Manages technical personnel in the Water Resources Division.
Representative Essential Duties and Responsibilities:
Coordinates utility activities with state and local agencies for drinking water supply management, water rights, dam safety, comprehensive planning, and stormwater. Provides monitoring and technical support for CSO reduction, biosolids, and other city environmental programs.
Implements, tracks, reports, and coordinates with regulatory agencies federal and state drinking water quality, water treatment, dam safety, and water system planning regulations to effectively provide a safe and reliable drinking water supply and public health protection.
Assigned as the Operator in Responsible Charge of the two Bremerton Water Systems and the Rocky Point Water District with the Washington Department of Health.
Prepares and implements watershed control program. Prepares annual watershed report for Department of Health. Reviews construction, forestry, forest practice, access, or other activities proposed to occur or which routinely occur within the City's Union River watershed.
Selects, supervises, motivates, evaluates, and coaches employees; also participates in the progressive discipline process.
Prepares and efficiently manages division budget, capital projects, professional services agreements, and grants relating to Water Resources Division responsibilities for water and stormwater.
Implements, tracks, reports, and coordinates with regulatory agencies state water rights regulations and water supply projects to ensure current and future adequate water supplies.
Implements, tracks, and reports for other environmental and safety programs such as dam safety, biosolids, stormwater, chemical hazard, and Endangered Species Act.
Develops, provides, presents, and evaluates mandated water quality, conservation, and stormwater public education programs and materials; prepares and delivers public presentations, and answers customer water quality questions.
Prepares Water System Plan, Watershed Control Plan, monitoring plans, and other planning documents.
Represents the City on regional water planning committees such as watershed planning, ESA issues, the Washington Utilities Coordinating Council, WaterPAK, etc.
Maintains confidentiality of work-related issues, client records, and City information.
Other Duties
– Regular attendance is an essential requirement.
– Performs leadership team duties as necessary and appropriate during a city-wide or regional emergency in accordance with Incident Command principles and practices.
